Lotteries need to be banned during economic downturns, this much is obvious.  Taxes also need to be itemized just like receipts for where those dollars are going, lottery taxes included for all we know we could be funding crime.  Casinos need to close too when the economy is negative.  I mean, when's the last time you were allowed to buy beer by your wife when you owed money?
